Where is cooke in fallout new vegas

So, recently, I've been doing my third play through of New Vegas, and am having a slight problem. I've killed Phillip Lem and a bunch of escaped convicts, but can't find him. I tried to find the sulfur deposits, but can't find the things I'm supposed to destroy in the cave. A little background information, just in case it helps, is that I'm idolized by the NCR and are joining them in the Battle of the Dam, and am vilified with the Gangers.

He is on a vault somewhere.. Though I did kill him. By surprise attacking the guy. Wow that's great, Boom is great as a companion and so is ED-E. I do know I had ED-E with me can't remember my second companion.. Wiki just gives a much of info on him, not where he is in the Vault, but I'll check YouTube. Basically, they mysteriously disappear after the quest is completed. This not only breaks immersion, it makes it impossible to implement the plans I had for the companion because the NPCs are nowhere to be found.

I was wondering if there was some cut content for those particular NPCs? Can anyone help me find out if this is the case? Or, does anyone else experience the same problem with the NPCs disappearing? Bethesda is infamous for this depsite this ultimately being Obsidian's game and what hurts most is that they do this despite knowing it makes their fans angry.
